Presumably brother (or at least related) to Daniellarina Pouter, William is a painter and portraitist of at least some note. His portrait of Vetinari and Wuffles entitled Man With Dog was hung in the Royal Art Museum in Ankh-Morpork before being stolen on behalf of Cosmo Lavish during or just before the events of Making Money.

There are plenty of paintings involving men and their faithful hounds in the Roundworld as well as Leonardo da Vinci's painting Woman with Ermine (although da Vinci is usually associated with Leonard of Quirm in Discworld) . Pratchett may have been thinking of the famous Australian painter, William Pidgeon (a pouter is a type of pigeon) in his choice of names but that is not confirmed.
